The Persons with Disabilities Act
This law replaces the 2003 Act. It reforms the National Council for Persons with Disabilities, introduces tax incentives for caregivers and employers, criminalises discrimination with fines of up to KES 1 million, and extends the retirement age for persons with disabilities to 65.

This bill supports innovation and entrepreneurship. It helps startups attract investment and create jobs, including for young people with disabilities.

The Learners with Disabilities Bill
This bill promotes inclusive education. It supports integrating learners with disabilities into mainstream schools.
Language Rights · Passed Senate 2024
The Kenya Sign Language Bill
This bill promotes the use of Kenyan Sign Language in public institutions. It ensures deaf Kenyans can access services and opportunities equally.
Political Representation
The County Governments Election Laws (Amendment) Bill
Amending the County Governments Act and the Elections Act to ensure at least 5% of county assembly members are representatives of persons with disabilities — making political representation a right, not a favour.
Constitutional Reform
The Constitution of Kenya (Amendment) Bill
Strengthening the constitutional framework to better protect the rights of persons with disabilities and ensure equitable resource allocation for marginalised communities across Kenya.
Accessible Transport · 2025
The Transport Laws (Universal Design) (Amendment) Bill
An omnibus bill amending four Acts of Parliament to make Kenya’s roads, matatus, buses and transit stations accessible to all. Requires PSV drivers to train in customer care and first aid, mandates reserved parking for persons with disabilities, and offers operators tax deductions for accessibility upgrades.
