My vision for an inclusive Kenya
Recognised as the top-performing senator for two consecutive years with seven bills to my name, I lead legislative output and impact in Parliament, and championed the Persons with Disabilities Act, 2025. My work has modernised Kenya’s disability framework, strengthened protection for vulnerable groups, and advanced inclusive transport, education, and political representation.
Landmark Legislation
Enacted in 2025, this law replaces the outdated 2003 Act with a more robust and responsive legal structure. It strengthens institutional oversight through reforms to the National Council for Persons with Disabilities, incentivises inclusion through tax benefits for caregivers and employers, enforces anti-discrimination measures with penalties of up to KES 1 million, and extends retirement age for persons with disabilities to 65.
Innovation & Youth Empowerment
The Startup Bill
A key step towards an inclusive innovation economy. Passed in 2024, the Bill promotes entrepreneurship by improving access to investment for startups and expanding job creation pathways for young people, including those with disabilities.
Education & Inclusion
The Learners with Disabilities Bill
Passed by the Senate in 2024. Promotes inclusive education by integrating learners with disabilities into mainstream schools and ensuring equal access to quality learning.
Language Rights
The Kenya Sign Language Bill
Passed by the Senate in 2024. This Bill expands the use of Kenyan Sign Language across public institutions, making government services, information, and opportunities more accessible and ensuring Deaf Kenyans are fully included on equal terms.
Political Representation
The County Governments Election Laws (Amendment) Bill
This Bill amends the County Governments Act and the Elections Act to guarantee that at least 5% of county assembly seats are held by representatives of persons with disabilities, strengthening political inclusion and making representation a right, not a favour.
Constitutional Reform
Constitution of Kenya Amendment Bill
Strengthening the constitutional framework to better protect the rights of persons with disabilities and ensure equitable resource allocation for marginalised communities across Kenya.
Accessible Transport
The Transport Laws (Universal Design) (Amendment) Bill
Making everyday travel accessible for everyone. This bill updates four Acts of Parliament to improve accessibility across Kenya’s roads, matatus, buses and transit stations. It requires PSV drivers to be trained in customer care and first aid, reserves parking for persons with disabilities and offers tax incentives to support accessibility improvements.
